How to Protect Apple iPad, iPhone against Government Spying in Philippines?

I want to know this specially while using the internet since it has come to my attention that mobile service providers and ISPs in Manila track iPad, Android and smartphone data users. I want to activate anonymous browsing while using the internet on my iPad in Philippines. How do I do that?
