How to rearrange the icons on assistive touch on an iPhone 5?

I have to use assistive touch because my lock button doesn't work. I would like to have the lock screen icon be on the first layer instead of under devices. Also i keep hitting siri accidentally which gets annoying. Thanks!

Added (1). I'm specifically asking about assistive touch! Not the regular icons on the screen

Press any icon for a few seconds and it will start to wiggle. You can now move them page to page or on top of each other and it will place two in a folder. Even make new pages to move the ones you don't use out of the way. No two people have the same setup.
