What do you mean as in restart it? Is your sleep/wake (lock button) not working? If you need to turn your iPhone off and back on. You can turn on the touch accessibility and hold the lock icon and it will drop down the Slide to Power Off option and to turn the iPhone back on you will need to plug it in.
Reboot/ force restart can be done by holding power and home button together until screen goes off and on again.
Or do you mean erase everything and restore it to factory condition? You can do this with iTunes or within the iPhone itself by going to settings. Make sure to back everything up to iTunes/iCloud before doing this.
