Is there any way to retrieve contacts from an iphone without possession of the device itself?
Yes there's. Smart phones have a "sync to account" option. When you buy the phone, it should be on by stock. If you haven't messed with that setting, try going to apples site and sign in with the ID you made when you got the iPhone. If you also had Google, or any other thing synced with your phone, try those sites as well. P. S. Thats horrible about the phone. It happened to me before. I really hope my answer helped!
Yes, if you have created a backup for your contacts on iTunes, you can restore from the backup.
