How to unlock a blacklisted iPhone 4?

I bought an iPhone 4 online, wasn't told it was blacklisted however so it doesn't make calls/texts. I have no method of contacting the original owner, so that's out of the question. How can I unlock the phone, or the imei?

If its AT&T, hire a company to unlock it remotely. Its cheap and fast and works even with blacklisted iphones…
