All iPhones require a SIM card to work. Whether that's a dummy one used for CDMA networks, or an active or inactive one for GSM networks.
But unless you have the phone PIN number you simply aren't going to get in. And if the iPhone is iCloud locked it's effectively a paperweight unless you know the Apple account name, Apple account password, and have access to the registered owner's email account. Removing an iCloud lock will require a web connection, whether by Wi-Fi, phone data or by a Lightning cable plugged into a host computer connected to the web and running iTunes.
