How to unlock my iPhone 4 in order for me to use it in Europe?

My dad and I both got new phones and we have no use for our 2 iPhone 4.So my dad decided to send them to my two cousins I Romania so that they could have some nice phones. The people at AT&T told that I have to unlock the phones or something like that before they could be used in Romania, so I was wondering how I do that? They said that they had something on their website that unlocks them but I can't find it? How do I unlock them so that they can be used in Romania? Is there something on their website?

You need to call AWS, and request those phones unlocked
as long as they are no longer under contract, AT&T will help

the only other option is to jailbreak the phones, which also unlocks them.

You probably have to go to their customer service section and do a live chat with a CSR (this is how you do it on T-Mobile). You need to give them some information about the devices: the IMEI number, the specific model and possible the device serial number. They go to the manufacturer, get the specific unlock code and email it to you. When the new SIM card is inserted, you enter the unlock code and off you go.
