How to use an iPhone w/o a data plan?

My friend's Mom bought the iPhone 5 for AT&T so she's getting rid of her iPhone 4 that was on Verizon. They said that I could have the hand me down phone since I have the same carrier (Verizon), but my parents don't want to pay for data.
I know two people who have an iPhone and use it without the data plan, but I don't know how? They have everything like calling and texting, and can use Internet when they're in a free-Wi-Fi area like an iPod. That's all I want, I don't need to use Internet everywhere I go!
Can anyone explain the process of how to use an iPhone without having to get the data plan please?

I don't know if this applies where you're from or which network service provider you have but i have a prepaid iphone and don't have to have a data plan. I only pay for what i consume and that includes data, texts, mms, internet. It's not like in a contract wherein you pay for a data plan on a monthly basis.

Your friends are either lying and their phones only work with Wi-Fi. Or they have a data plan, but their parents have them blocked from using the data.

Verizon requires all phones to have a data plan. If someone has Verizon and does not have data on their phone, it is because the data is blocked from their phones. This would make sense. Because data is now sold as a bundle and if the kids use all of the data then the parents have none to use. So your friends have a data plan for their phones, it is just blocked so they can't use it.

You would still have to have a data plan if you wanted to activate this phone.

In the current smartphone market, service providers are practically milking people off their dough in the name of data plans. Once you get a smartphone you will undoubtedly be spending around $100 to $130 on a data plan that you will probably not be using anyway.

Does it use up data to have multiple internet browsers open even though I only look at one at a time? Is it possible to use up data when the phone is off? Also, is taking a picture, playing app games, listening to music, and siri considered to be "data" on the data plan? Is there an overall explanation for what a data plan is?
