If the movie is put on the phone you don't need to stream. If you are streaming from somewhere else your only other option is through the data but that can chew up your data Really quick.
Get an app like Itube and when you click on the video it will save (you need Wi-Fi for this part) after it saves then you have it for ever and don't need the internet to access it.

You should be able to stream them if you play them, Cell service will take a lot longer to download the whole movie then play it. Depending on 3g or 4g

Would an iTunes gift card work for this purpose? I know it may have to be redeemed on a phone/computer but I want to know if it can then be used on the AppleTV.
