I can't restore this iPhone i bought second hand
I have this iPhone 5c that I bought second hand. But it has the new iOS update that won't allow you to restore it unless you log in with the iTunes it was set up with or take it off of the iCloud. The problem is I can't get in contact with the person I bought it from so I haven't been able to restore it! Is there any way I can restore the phone without the itunes log in and password? I really need help i spent all my money on this phone!
You bought a stolen phone.
It is impossible to activate it without the original owner's iCloud account.

No, sorry but you were scammed. When buying second hand phones, you ask the person selling the phone to power it on and reset it in front of you. And to delete all their information and accounts from the phone, so that it is ready to be setup.
No excuses, like they are in a hurry, battery is dead (never buy a phone that can't be turned on).
The fact that it's iCloud lock, says scammed. And the seller now does not answer your calls, texts or emails says it even louder.
