You can get an iPhone 4 for free if you get it with a 2-year contract. The iPhone 4S and Galaxy S3 are both $100 with a 2-year contract. So if you want a smart phone I would go with the iPhone 4.

There are plenty of alternatives. Last night, Walgreens had phones on sale for $20.It is call, texting and web (though limited) capable.
