I got some superglue stuck in my iphone 5's volume button. How can I fix it. I mean i have Assistive touch on but i need to fix the volume?

What does iPhone assistive touch mean? I fell in love with a used iPhone 4 on Amazon and the description says the on/off button doesn't work but you can use assistive touch to turn it on. What does this mean and if the phone is off, how do I change the setting to assistive touch?
There's no Assistive Touch on my iPhone I have an iPhone 3g and my power button on the top broke and is unable to use. I heard there's something called Assistive touch and i can get it by going on settings>general>accessibility but there's no Accessibility option. Is there a way i can get it?

My iPhone 5s got wet but it still working. But the touch screen is a bit slow. Is it safe to use? I dropped my phone in water but pulled it out immediately. I powered it down, dried it off, and let it sit for 30 or so minutes. At first the screen was red but then turned on and everything works. The touch sometimes is unresponsive. Is it safe to use my phone? I'm letting it air dry by a window because rice can cause erosion… Should I use it?
