No… Not paying the bill results in a bad ESN. But it CAN be flashed to another network. As long as it's compatible.
Most likely yes. It was not stolen, just the bill not payed… The IMEI (ESN) should be O. K. It was just de-activated… (Not too good for your credit though… )
