Connect it to a computer running itunes and log in to your apple account.
The phone operating system should be re-installed by itunes and the phone reset to "as new" state.
It then needs activating, as a new phone - but as it's previously been activated you need to put in the same Apple / itunes account login & password as originally used, to prove it's your phone.

It's part of the anti-theft system and without that info the thing is a brick.
(Hopefully it is yours and not one you have bought off someone, as if you bought it you have thrown your money away - there's no way around the anti-theft security systems in them; there would not be much point to them if they could be bypassed).
- Sun and Moon not in the right place on sky guide app for iphone? I have checked the time on my settings and that is correct, but during the day the sun is shown on the other side of the world, and the moon is up and vice versa. Any ideas what's going on? Not life or death, just curious.

Now, i now how to restore it, but he insist that i find a way to save his photos and videos. They are of his daughter, he has no other place where these photos are, so if i restore, there's no way he will ever see those photos.
