I lost my iphone 7 today and whoever picked it up turned off my phone?
So my location services is off, i'm wondering if there's any way to turn on the location services of that device using a laptop from my house, like signing into icloud and managing settings
Nope. That is impossible. If your phone is powered off, then there's no way for it to receive any signal of any kind.
Wouldn't be able to. If you do have Find My iPhone you could use it to track it once it is inevitably turned back on. In any case stealing iPhones is pointless since you'd need the owner's Apple ID & password to reset it for others use.
