An iPhone will only allow you call other people for rides.
Learning things is almost always more valuable than owning things.
Investing in any kind of education is almost always a good investment, buying the latest techno gadget is almost always a bad investment. Your choice though.
Knowing how to drive and getting a driver's license is going to be more useful to you later on than having a new iphone that you'll likely replace in a couple years.

I don't understand how that's even a question. Every teen on the planet wants to drive and you're debating with yourself over a phone.

Well, are they going to give you access to a car? If so, I'd take the driving lessons. They help a lot and will reduce your cost of auto insurance and your chance of getting into an accident.
If you're not going to get a car, then I'd go with the iPhone, but that would be a second choice if you can get the driving classes.
