I need IPhone experts

I have an iPhone 5C with a £30 contract which is about to be cancelled. My friend keeps telling me that they will block my phone and I won't be able to use it or even put a new sim inside and use it as a pay as you go! Is this true?

In this NY Times article they say the Presidents iPhone calls to his friends are not secure and the Chinese and maybe the Russians are monitoring them. Why don't the security experts install the Signal app on the President's phone, and tell his friends how to install it on their phones and then ask them to call using Signal?
