Federal law requires to carriers to unlock a phone at your request. If you are a minor, or Mom has the contract, she might have to make that call. And it takes several hours or a day before this kicks in. Easy.
IPhones are never locked to a network by Apple. If the carrier has put a network lock on, simply switch SIM cards then reboot the device.
Unless you find some trustworthy 3rd party option that still exists. I personally would go through the carrier if it is an option at all. Safer.
