Added (1). A few months ago I had a lot of photos on my phone but I transferred them all on my laptop. My recently deleted album has 0 pictures.
Don't get me started, I had this exact issue recently - I deleted absolutely everything in the Photos app and it was still saying that I was using 2.3 GB or something like that!
What I did to fix the issue is I disabled iCloud Photo Library and removed all the Photos from the app. I know this is a disadvantage (and iCloud Photo Library takes like 30 days to deactivate on Apple's end) but as soon as you do that your photo storage should go back to normal. You can turn Photo Library back on at a later date after it's been reset. If you wanted to keep the 20 photos you have, you could back them up to Dropbox or Google Drive (or even your computer, you should be able to import them by plugging your phone in). I'm not aware of a better way and I couldn't find one after ages online searching but if you sort it another way, just ignore me. XD
Do you still have things stored on Recently Deleted? That may be why
