Take the sim card out
You'd have to check with your carrier about that.
Either that, or you are in an area with no service.
If you remove the iPhone from your cell phone plan and it can no longer get a proper cell phone signal in an area where you normally would then it is deactivated from your cell phone plan. You can also try calling your old number to see if it rings. Otherwise it's important to note that removing it from your cell phone plan alone doesn't remove it from the Apple cloud. You need to make sure you do a full reset and erase on the iPhone in order to do that.
If you are asking this because you no longer want a phone, then you need to call your wireless company to close your account. If you don't, they will still send you bills every month.
