I want to get an iphone 5c, is it REQUIRED to get a data plan with it?

I've never had a smartphone before, so I have no idea.

I have AT&T now and I'm thinking of getting the walmart deal where you have to get a 2 year contract to get the good price. When I sign up for this contract will I have to change plans because a data plan is required?

Does it use up data to have multiple internet browsers open even though I only look at one at a time? Is it possible to use up data when the phone is off? Also, is taking a picture, playing app games, listening to music, and siri considered to be "data" on the data plan? Is there an overall explanation for what a data plan is?
