Yes you can but since you will buy a new iPhone it will be on iOS 7 which has no jailbreak and even after jailbreak it normally takes bit more time to be unlock exploit or software to release not to mention proper knowledge about jailbreaking and unlocking there are shops in india who can do it for you with appropriate charges
