I think you are a little confused? If you purchase the iphone with 16gig memory then that is what you are gonna get the other is i would suggest your data allowance? And that just means the amount of data you have been allocated to use in a month.
If you are confused and i have not answered in a fashion that you fully understand? I would suggest you go in the store and ask them for some assistance on what you need to know.
I think the 3gb is for how much you can talk or text or wutev. It can't magically put 3 more gb onto your phone when you have a 16gb memory chip. And the apple software takes up a few gbs.
