If i buy a iphone online, can i activate it without paying the early upgrade fee?

Yes. Paying full price for a new phone or buying a used one won't cost extra. Just switch SIM cards. If the phone was originally sold for another carrier, it must be unlocked. Sprint and Verizon phones won't work.
