If i buy an iphone 5c by apple with att can i unlock it? Read Details?

Ok so my aunt wants to get a plan at t-mobile fr $100 for 4 lines for her, her son, my sis, and me. My dad said what if he buys me a iphone 5c put it with att and unlock it and use it with t-mobile is that possible?

Added (1). I know its possible to buy it unlocked but that cost more and i know someone who unlocks it for $25

Only AT&T can unlock an AT&T lock iphone and IOS7 is impossible to jailbreak so you can't do it illegally. And even then AT&T will charge you to do it if you're still under contract.
