Yes and no you get the choice, this is one of the reasons they cost a little bit more when buying from manufacturers because network companies often pay the mobile phone company to have it locked to their own networks for example I rescently went to the 3 store to purchase a sony xperia u, a phone locked to the 3 network on pay as you go was about £165 but in the same store unlocked cost about £280 nearly £300

The iPhone is not unlocked from the start, you will need to buy these yourself. I would actually get a locked phone since it is cheaper and then unlock it myself. I have heard of people buying unlocked phone for over $50 more when you can simply get it unlocked yourself for around $20.

In Apple Store they sell locked and Unlocked Phones. You can't say all phones they selling are an unlocked One… If you buy an unlocked one you can use any GSM Sim card in it. If you will buy a locked i-phone you need to unlock it from service provider lock to use other gsm network sim card.
Note: To find its a locked or unlocked one

You need to specify the network, country it locked now and get the unlocking service.
