If i buy iphone 5c in the usa can i bring it to the philippines and unlock it?

No plan or anything just an iphone 5c with a micro sim holder. And i really need to know if WILL IT WORK? And what are the prices? According to the GB

Say I visit US for 2 days, go to AT&T buy the phone on contract, pay almost nothing for the device and leave US after 2 days and go to France. Can I unlock the phone and still use it and somehow cheat AT&T and get away with getting Iphone almost for free? What if someday i go back to US, will the track me somehow with the IPhone IMEI?
