As you know, the state of Oregon has No state sales tax.

If you are a resident of WA & you purchase online from a seller in OR & your phone is shipped to WA, you will ONLY be charged Washington sales tax if the seller has a nexus in the state of WA. A nexus is a physical presence such as a store, warehouse, sales rep, service rep or office. If NOT - NO sales tax is collected on the purchase.

However - you are supposed to pay use tax to the state of WA on any taxable purchases you make out of state including the state of Oregon when you are not charged sales tax by the other state.

Use tax is the same as WA's state sales tax rate - 6.5%. You won't have to pay any local sales tax on your purchase.

If you meant travel to Oregon & buy from a store in Oregon & you are a resident of WA & you ship the item to yourself - you are supposed to pay use tax to the state of WA.

If you are NOT a resident of WA - you wouldn't pay any tax because Oregon has no sales tax. So yes, you could ship it to the state of WA as a gift to someone tax free.

in Calif. There's a line specifically to report what you purchase and do not pay sales tax to the vendor, but claim it on your tax return
since Wash has no income tax it can't be reported on any tax return so it would appear you would be able to avoid the sales tax
