If I put my sim card from an iPhone 4 into an iPhone 5, will it change my plan?
My iPhone 4 was in really bad condition so my cousin gave me her old iPhone 5 to use. If I use a sim card cutter to make my sim card fit, will it change my plan? Or can I just go on using it?

You don't cut a sim card! They are made to fit only the phones for that carrier
Since they're both smartphones, your plan shouldn't change.
Now, iPhone 4 SIMS are different than a 5. The 5 uses a Nano Sim, while the 4 uses a Micro Sim. If you know how to cut it, then yes, you could just do that and it should still work. You will still have your phone number, but you'd need to transfer all of your contacts/pictures/everything else to the "new" phone through iTunes or iCloud.
1st off the 5 uses nanoSIMs vs the 4's microSIMs so you'd have to either get a new SIM or cut the one you have now to size in order for it to work. More importantly you'd need to ensure you get an iPhone 5 that is either unlocked or locked to the same network as the 4 is on now.
As long as all those criteria are matched, you should be fine
