If you mean, will it get around the activation log-in requirement when it restarts - No.
The "icloud lock" info is duplicated on Apple's own servers and can't be removed by anything you do with an iphone or ipad, except putting in the proper username and password.
- What does recovery mode delete? I have an iPhone 4, and randomly my phone said to connect it to iTunes. I did and now it's saying it's detected recovery mode. I get my music through my computer so I'm kind of sure that it backs it up there. But will it delete all my messages and contacts?

Now, with it plugged in, it goes to the Apple logo for 2 or 3 seconds, then shows connect to iTunes for another 2, then turns off. It repeats this motion constantly. When I unplug it, it shows recovery mode until I plug it back in. Any suggestions?
