If I restore my iPhone running 5.1.1, will iTunes upgrade the phone to iOS 6?
I do NOT want to upgrade to iOS 6 but do want to restore my iPhone but am worried if I click restore, it will try to upgrade my phone to iOS 6.
If it would upgrade the software, how can I wipe my phone and do a fresh sync?

Restoring your iPhone, contrary to the previous answer WILL update your iOS version to iOS 6. Apple does not support (or sign) firmware when new versions have been released.
the only way to make sure you still have iOS 5.1.1 is to save SHSH blobs, and I think the only way to save SHSH blobs is to jailbreak your device… (someone please contradict me if I'm wrong because I have never jailbroken my device and/or saved SHSH blobs).
