I'm going out of the country and I have an iPhone 4S. If I turn off my cellular data can I still make international calls FOR FREE?
You can never make international calls for free. Unless you're using some kind of Wi-Fi calling.

If you want to make free international calls using any app, then you can't make call after turning off your data. Because apps work using your mobile data.
