A little less great. In the 90s college students didn't have to call their moms 9 times every day, and school kids couldn't be tracked by GPS. In other words, as in every decade before the 2000s, people were not under constant surveillance.

I got my first cell phone in 1991. That is about the same time Prodigy and AOL were the fake internet along with dial-up BBS systems. That was the beginning of the end for civility in America.
