If my iPhone 5 is already jailbroken can i still unlock my carrier? - 1
Will my phone get bricked or mess up in anyway? Will my jailbreak and cydia apps still be there?
As of January 26 it is illegal to unlock your phone. So unless you are a time traveler, that iPhone 5 of yours is a fancy brick unless it's on the carrier you already prefer.
Failing to comply can result in "statutory damages of not less than $200 or more than $2, 500 per individual act." And you've just posted this question online with an account that's probably tied to enough personal information for any interested party to track you down.

- If I buy an iPhone from someone's else, can they still report it stolen after I've already activated it? For example: if I buy a phone from a girl on Facebook, then go to T-Mobile and it's clean, not iCloud locked, not stolen, ready to be activated. Then I activate it. Can that person then report it? Even after it's already set up with T-Mobile as active
