If someone has an iPhone and they block your number and you call and you leave a voicemail will they get the voicemail message?

Even if they do, most people once they see who the message was from, would just delete the voice, mail without listening to it. So it would be the same as them having never received it. I know if I went to the trouble if blocking a person's calls and text, the last thing I'd want to hear is their voicemail messages.

Sadly yes. But the good news is that the voice mail goes into the blocked message category so if you don't want to listen to it then don't click on the block message and the play button. You have 2 chances to not listen but if you press the blocked message then the play button then it's your fault.
