If you buy a sim-free iPhone, can you still get 4g?

I want the iPhone 5c for Christmas but on the website I'm looking at (Apple & EBay), they're sim-free. Could I put my old Vodafone SIM card in and get 4g, (my old phone wasn't 3 or 4g.)'if not, where would I get 4g from, thank you

Make sure the phone is SIM-free unlocked and you won't have any problem with 4G. Your SIM is fully capable of 4G, your old phone just didn't have 3G or 4G capability. If you need iPhone 5C SIM-free factory unlocked at reasonable price, mail me.

I was wondering if once I get to my destination country, can I buy a SIM card so that I can be able to obtain phone service while on my trip? In one part she takes the SIM card out of the phone so no one can track it. But is that also true with iPhones? Like of you take the SIM card out can the police still track your phone.
