If you buy the iPhone 4s in late 2013 will it have IOS 7?
How much would it cost? I really want to ask for it for Christmas. But my parents won't buy the 5, 5s, or 5c.

Get the phone, then download IOS 7 if it isn't already on the phone. It is a free upgrade.
