If your phone is on at all they can obtain at least some location data from it.
If your phone has a GPS, they can locate you anytime the power is on, regardless of what else is turned on or off.
Even without a GPS, they can identify the last tower you were closest to. The more towers in the area, the closer they can identify your location.
