It's impossible
iCloud lock is activated when the device is reported lost/stolen. It as an anti-theft feature, it would be pointless if someone can just bypass it. There's nothing you can do, Apple won't help as it maybe stolen, no stores can do it either, you essentially have a brick until the original owner unlocks it with their Apple ID and password.

I restored it because I had a lot of useless apps on it and figured that would be the fastest way to just start fresh.
