Iphone 5 Bluetooth won't work?

I have an iPhone 5 updated to iOS 9.1 and when I turn bluetooth on in control centre, it says its on in control centre, but when I open settings the little box that says "bluetooth" also says "off"

and when I click on it to turn blue tooth on through settings, it comes up with the box to turn bluetooth on, but no on/off bit, just the 'loading' circle. Can anyone help? And sorry for this wall of text

I've updated the drivers, and the properties say that the device is working correctly, so I don't know why it won't find the speakers. When searching for devices, nothing comes up at all. There's obviously an issue with the net book end, not the speakers. Can anyone help please?
