Iphone 5 or S4 which is better?
I'm getting a new phone but i don't know if i should get an iphone 5 or Samsung Galaxy S4.

The better phone… Is the phone that does what you want and costs no more than you'd like to pay. Your question said nothing about either of these things.
Samsung Galaxy S4 is way better. Its faster and has way more features.

In terms of hardware the S4 is a much better phone. The real question should be asked if you have already invested any money into either the Android or Apple ecosystem of apps. Android is inherently more diverse since it doesn't rely on a single proprietary manufacturer of devices, which is also its downfall, there are too many options. Apple on the other hand makes pretty reliable handsets but there's literally no options available for it. This has the advantage of Apple controlling the ecosystem and dictating to developers how stuff will run and how much hardware they can access, and how the UI will look.
If you like customization of your handset go with the S4, if you like being dictated to in terms of UI and App availability go with iPhone 5.
