Did you mean to ask:-
"Why isn't the fingerprint sensor on my iPhone 6s working? I bought it from a previous owner who totally reset the phone before selling it to me."?
If so, then the answer may simply be that the fingerprint sensor no longer works. They can fail with age, but another very common reason is that the Home button with the built in fingerprint sensor stopped working and was then replaced with a new one. When that happens, the new Home button will work but the fingerprint sensor will never work again unless the job was done by an official Apple repair shop; the sensor is hard-coded to the iPhone motherboard, and only Apple have the tools to change the pairing to a new fingerprint sensing Home button. It's done that way to stop thieves from bypassing the fingerprint identification by simply changing the home button for a new one.
You'll find out whether the button was replaced by asking the last owner. If you're unable to do that then live with the defect or pay Apple to change the button.
