IPhone: How to make people get a busy signal instead of voicemail?

How can I make it so people will just get a busy signal INSTEAD of voicemail whenever I'm on the phone with someone else?

Not possible but you check out youmail from the appstore
you can change your greeting to sound like you are busy or your phone is disconected. There are many options. But after the greeting it will just go to voice mail.
