It could just be a completely dead battery. The batteries along with tools are dirt cheap on eBay if you want to try replacing it. Just look for the correct one for your model. I'd suggest a seller from whatever country you are in for faster shipping. Especially if you want a genuine OEM battery (they are more expensive and more difficult to weed out from the knockoffs).
It might be the charger or the cable that's not allowing the phone to charge. Try a new cable or charger and see if the problem remains. Take it to Apple store and you'll have access to charger and cable.
Could be bad chord, if the battery is dead then have an apple store put a new one in, thats pretty cheap and it would be like a new phone again. Otherwise if its an older version then I would just upgrade if contract is up as its better to put your money into that, you can also trade in the old to get credit.
