IPhone springboard won't stop reloading after someone sent me a message in Telugu, how can I stop this?

- Will my message be delivered if sent as text message on iphone? My friend said that she was having phone problems earlier today. My message was being sent as an imessage, but I guess she wasn't receiving everyone of them, just getting the notifications that they were sent to her but she couldn't read them. I then responded to her, but it was sent as a text message this time and i have gotten no response. I'm not as much concerned about her responding or not, I just want to know if she will receive the message.
- Will Ios7 fix my springboard? I've been having problems with my iPhone such as battery problems and stuff and went to apple to get it fixed and they said my springboard was the problem and that i had to restore as new. Now if I just went ahead and upgraded to ios7 could i just skip that mess, seeming as the springboard i assume be different?
- What is com.apple.springboard and why is it in my location services? I've never jailbroken my iphone and I have no idea why this is there, I didn't notice it until recently. Do I need to delete it?
- What causes a iPhone 4 springboard to keep crashing? My iPhone 4 is jailbroken because I'm on straight talk and have to have Internet! Anywho, a few days ago my springboard crashed during a phone call, just now it crashed again when I was on a phone call. What causes springboard to crash? Is it because I have to many apps running or something?
