Will Ios7 fix my springboard?

I've been having problems with my iPhone such as battery problems and stuff and went to apple to get it fixed and they said my springboard was the problem and that i had to restore as new. Now if I just went ahead and upgraded to ios7 could i just skip that mess, seeming as the springboard i assume be different?

Yes, it would probably solve your problems. However, you won't be able to install iOS 7 unless you register your device's UDID with a developer account through a site like http://www.udid.in/.It's $5, and then you don't have to worry about Apple disabling your device for running unreleased software without a developer registration.
