Is an iphone without a data plan considered a feature phone?

I want to know because at&t has recognized I'm using an iphone but they know it's without data and don't charge a data plan.

No, it will be considered a smart phone since the IMEI number of your phone is registered in AT&T's database as an iPhone. Unfortunately you won't be able to use the data for non-smartphone plan aka MediaNet plan.
