Can be but look at prices, when they are really cheap it's half battery, half battery case filled with sand and they can even legally do that. You still need to pay the Chinese for a good battery even though it's still cheaper than Apple selling you one.
Personal experience is that many of the "cheap" Chinese batteries are Ni-CAD designs, no matter what it says on the battery itself. These often work for a few months but very quickly their ability to hold a charge will drop! A good compromise is often to look for a trusted third party brand.
Don't be cheap.

In some cases it isn't necessary to buy an "original",
but for an iPhone it is best.
