Is it ok to patch frayed wires with electrical tape?
I have a IPhone charger that's frayed at the top and I was gonna buy a new one but it's $30+ and it still works.
Is it ok if I just wrap up the frayed ends with electrical tape? Or would that still be a fire hazard?
Most phone chargers supply just 3 volts. This is hardly likely to be a fire hazard.

Not a fire hazard. Wrap it and use it. If it were me I'd order a replacement from a web site like http://www.cellphoneshop.net or similar web site after I taped it up so when it goes out you still have another charger and don't have to pay the $30. An IPhone charger on this web site is $4. I'm not associated with this web site but just recently ordered two chargers a spare cable to download and two sets of headphones for less than $15. Other sites offer similar deals just search for "cell phone accessories"
