Is it possible to remove IOS from an iPhone, and re-install it?

My iPhone 4 is stuck in recovery, I can't update, or restore. I've tried everything I could possibly think of at this stage, and I've still had no luck. My question is probably going to sound ridiculous, but is there a way to wipe the entire phone clean without restoring, and then install the IOS again, to fix the problem?

I've tried two different laptops, a mac, different USB cables, different iTunes versions, DFU mode, etc. But nothing has helped so far.

Any suggestions would be greatly appreciated!
